Call
A photo is usually faster than describing the job. Email one of the stump with something beside it for scale, and one of the route a machine would take to reach it.
What to include
Roughly how many stumps, how wide the biggest one is across the cut face, your town, and whether a machine can get to them. That is enough to quote most jobs without a site visit.
Hours
Open 24 hours on the Google profile — text whenever, and you will get an answer at a sensible hour.

Send the details
Send the number of stumps, roughly how big they are, and whether a machine can get to them. A photo of the access answers more than a paragraph does.
