Yes, though buried material is a different job from a standing stump — it has to be found first. Say that it is buried when you ask, because it changes the quote.
Is there a best time of year?
Not really for grinding. If anything, ground that is not saturated is easier on the lawn, so a dry spell is worth waiting for if you can.
