Grading and Excavation in Greer

Dirt work in a city that keeps growing

Thirty-eight percent. That is how much Greer's population grew between the 2010 and 2020 censuses, from about 25,500 people to about 35,300, and growth like that is built one new house at a time. Every one of those houses started with dirt work: a pad cut level, a drive shaped to shed water, a yard set to fall away from the slab. Older lots get their turn too, when an addition, a shop or a garage goes in out back.

Under the topsoil here is Piedmont red clay. It packs hard and makes a strong pad when it is worked at the right moisture, and it turns to grease when it is worked wet. That one fact decides a lot of scheduling. A pad cut in a dry spell and rolled smooth at the close of every working day sheds the next storm. The same pad left open and rutted holds water right where the footings will sit.

JB Stump Grinding & Land Management brings a mini track loader and an excavator down from Tryon, North Carolina. Greer lies near the bottom of that map, so dirt work here makes the most sense as a whole job: a pad, a drive and the drainage together, or grading that follows clearing on the same lot. Trees and stumps in the footprint come out first, root balls and all, as the guide to stump removal before building explains.

Local ground and rules

Who signs off on dirt work in Greer

Dirt work for Greer lots

  • House, garage and shop pads cut and compacted
  • Gravel drives and parking pads built
  • Yards regraded to fall away from slabs
  • Utility trenches dug and backfilled in layers
  • Topsoil stripped, stockpiled and spread back
  • Stumps in the footprint removed whole

Inside the city: Planning and Engineering

Within city limits, Planning and Development handles permits, plan review and building inspections. The Engineering department checks development plans for compliance with the city's stormwater regulations and sends inspectors to new site, road and drainage construction. A driveway apron or a pipe that reaches into a city street needs Engineering's encroachment permit, which covers any construction or installation in a public right-of-way. Ask both offices before a date is set, and keep their answers in writing so they are on hand when the machines arrive.

Outside the city, the county line decides

Greer straddles the Greenville and Spartanburg county line, and so do the roads around it, so a lot outside city limits answers to whichever county holds the parcel. Check the tax bill or the county map before calling anyone. Greenville County's Land Development Division sets its rules by how much ground a lot disturbs and whether it sits in a permitted subdivision, and at an acre it wants a full land disturbance permit. On the Spartanburg side, ask the county who reviews ground disturbance on that parcel.

Utility taps before the drive goes down

Greer Commission of Public Works supplies electricity, natural gas, water and wastewater service in Greer, and its new-construction process asks for the construction permit before a service request goes in. That matters for the order of the dirt work. Water, sewer and gas lines run in trenches, and a drive or a pad graded before those trenches are dug gets dug up again. Plan the utility routes with the grading, set the trench lines, and compact the backfill in layers so the drive over it does not dip a year later.

Do I need a city permit to grade a lot inside Greer, SC?

Ask the City of Greer before any dirt moves. Planning and Development deals with permits and inspections, and Engineering looks at stormwater on development plans and permits work in city rights-of-way. Which of those applies depends on what you are building and how much ground you open, so call with the address and a rough plan.

My Greer lot is outside city limits. Which county do I ask about grading?

The county the parcel sits in. Greer straddles the Greenville and Spartanburg county line, so check your tax bill first. Greenville County's Land Development Division and Spartanburg County each set their own land disturbance rules, and two lots on the same road can get different answers.

Should a new driveway in Greer be graded before or after water and sewer go in?

After the trenches, or at least with them planned. Greer CPW starts a new-construction request once you hold a construction permit, and its water, sewer and gas lines need trench routes. Build the drive base first and those trenches cut straight through it. Set the routes, backfill the trenches in compacted layers, then build the drive.

Is one small grading job in Greer worth the trip from Tryon?

Sometimes. The drive down from Tryon is built into every Greer number. A full pad, a drive, a regrade with drainage, or grading after clearing on the same lot carries that easily. For a small patch of dirt work, send photos and your street, and Jordan will tell you straight whether it can share a trip with another job in the area. The grading and excavation page shows the range.
